Cambodia should not stand for UN Security Council until land grabs and repression stop

Cambodia should not be given a seat on the United Nations Security Council while its ruling elite continues to commit widespread human rights abuses and sell off vast tracts of land and forest for private gain, said Global Witness today. The country is running for the Asia-Pacific non-permanent seat against South Korea and Bhutan, with the result due on Thursday 18th October.

Corruption and violence in Cambodia’s natural resource trade have been well documented for years, but have worsened in recent months as the battle for land and forests intensifies. Donor governments and the international community have consistently failed to tackle this problem, leaving Prime Minister Hun Sen and his clique to do as it pleases. Increasingly desperate citizens are left to stand up for human rights, the environment, and the rule of law on their own.

“The UN Security Council should be working out how to deal with the land-grabbing crisis in Cambodia, not giving the government responsible the chance of a seat at the highest table in international decision-making,” said Global Witness Director Patrick Alley. “The world has stood by for too long while the country’s corrupt elite strips the country bare and persecutes anyone who objects. Giving them PR opportunities like this beggars belief.”

Next month, world leaders arrive in Phnom Penh for the ASEAN and East Asia Summits. Hundreds of families are facing eviction from their land so that the airport can be expanded for international delegates, including President Obama. Local people say they have not been consulted or promised any compensation for losing their homes. When told of the evictions, the US Embassy said “these are Cambodian government actions they are taking. It’s not just President Obama coming.”(1)

Violence and state repression in Cambodia is becoming increasingly deadly. Since the start of 2012 a 14 year old girl has been shot and killed in a forced eviction, anti-illegal logging activist Chut Wutty was murdered by armed forces, and journalist Hang Serei Oudom, was found axed to death in the boot of his car after reporting on timber cartels. Intimidation and arrests of those who speak out have become an everyday event, supported by the courts. Two weeks ago the investigation into Chut Wutty’s murder was dropped and broadcaster Mom Sonando was jailed for 20 years for supposedly inciting rebellion.

Under Hun Sen’s rule, 2 million hectares of Cambodia’s land – an area the size of New Jersey – has been transferred to industrial agricultural companies, with most of it taken from small-scale farmers. The communities affected have rarely been consulted or compensated.

“The world is failing Cambodia yet again. The UN is currently preoccupied with getting rid of corrupt and brutal tyrants, yet Hun Sen and his cronies are able to grandstand on the world stage just as the crackdown on their people worsens,” said Alley. “Cambodians will be forgiven for asking why the international community is so willing to look the other way. The UN and the country’s donors must take a stand.”

Environmental Stewardship Delivers Ecosystem Services Underpinning Food Security

The relationship between agriculture and ecosystem services is a strong one. Farming can contribute to critical services including food security and economic growth, maintenance of cultural landscapes, rural employment and (when managed correctly) provision of valuable habitat for a significant proportion of the UK’s species.

In turn, agriculture is critically reliant on services provided by ecosystems. Good soil fertility and structure, for example, are dependent on the input and recycling of organic matter by plants and soil-dwelling organisms, whilst over 80% of crop species in Europe are at least partially reliant on insect pollinators to produce a healthy crop.

This interdependence between farming and ecosystem services is the message behind a recent report commissioned by Natural England which investigates how the use of Environmental Stewardship (ES) schemes on farmland might foster the environmental processes critical to food production.

The relative Ecosystem Service value of different Environmental Stewardship options
Assessing the relative ecosystem service value of different Stewardship options, the authors find that measures including winter cover crops, grassland creation and seasonal livestock removal can contribute to services including soil formation, nutrient cycling, carbon sequestration and water regulation. Planting of pollen and nectar seed mixes, which contain a high proportion of nitrogen-fixing legumes, can also enhance soil fertility, as well as providing critical food sources for valuable pollinating insects.

In addition to these pollen sources, pollinators including bees, hoverflies, thrips, beetles and butterflies require suitable nesting sites and landscape-wide habitat connectivity. These are provided by ES options including hedgerow and ditch management, uncropped cultivated margins and creation of species-rich grassland.

Such measures are also found by the authors to boost important pest-regulating species such as predatory beetles and insectivorous birds which can be further enhanced by specifically designed ES options; beetle-banks and wild bird seed mix.

In many cases, the report advocates the development of ES management ‘bundles’ which will provide a variety of ecosystem services and meet the whole range of requirements of valuable species. For example, the combined implementation of hedgerow management, buffer strips, beetle banks and options providing floral resources will boost natural pest regulation and insect pollinators, as well as creating benefits for soil fertility and structure.

Current distribution of ES schemes and delivery of ecosystem services
The report’s authors also attempt to map the relative delivery of ecosystem services from Environmental Stewardship schemes across the UK.

Using a scoring system, the authors rank ES options by their relative delivery of ecosystem services identified as ‘key’ to agricultural production. These scores are combined with data on the distribution of the various options across the UK, producing maps showing where ES options are delivering ecosystem services.

These projections reveal that there is an apparent positive association between the level of key ecosystem services being delivered by ES options and the rate of arable and dairy farming in a region. However, in some areas with high levels of arable and horticultural production, pollination services appear disproportionately low. The authors suggest improved targeting of options to boost pollinator populations could be beneficial.

Main messages and Conclusions
The report concludes that Environmental Stewardship schemes have significant potential to enhance a range of ecosystem services of benefit to agricultural production. However, relatively few options have been specifically designed with this in mind and there is significant scope for further development of options to extend their delivery of ecosystem services.

There is also a critical need for further research to provide quantitative evidence of the ES benefits of Stewardship options, building on existing work and addressing current knowledge gaps. In this way, the full value of Environmental Stewardship schemes, for the environment as well as agricultural production, can be acknowledged and enhanced.

Natural England: Research highlights link between Environmental Stewardship and food security

A new report commissioned by Natural England reveals the important role that Environmental Stewardship (ES) schemes play in supporting agricultural productivity.

The new report, Ecosystem services from Environmental Stewardship that benefit agricultural production, highlights the role of Environmental Stewardship in protecting the environment and agricultural food production. The report found that ES schemes are delivering a range of vital goods and services, known as eco-systems services – which benefit the natural environment and in doing so help sustain and develop agricultural productivity.

The report:

  • Shows how ES schemes can help protect soil and water, regulate pest species and improve pollination, which in turn helps support crop production;

  • Reinforces the key role farmers and land managers in ES play in enhancing the natural environment without compromising their ability to produce food;

  • For the first time, maps the distribution of the major ecosystems services provided by ES options.

The research, carried out by the Food and Environment Research Agency (Fera), found many examples of how ecosystems services supported by ES contribute to food production, such as:

  • Pollination services are provided by many ES options, with those delivering early pollen and nectar sources and season-long floral resources particularly important.  Farms under organic management are likely to deliver more for bumblebees due to the legume content of rotational grassland;

  • Control of pest species by natural enemies is encouraged by ES options supporting hedgerows, flower margins, species-rich grassland and beetle banks;

  • Conservation of genetic resources is supported by options such as traditional orchard and species-rich grassland management, as well as native breed supplements;

  • Converting land to grassland benefits microscopic soil animals which improve soil organic matter content, while options where legumes are sown increase soil nitrogen, organic matter and soil wildlife.
