Over 1.1 million have now paid the Household Charge

Mr. Phil Hogan TD Minister for the Environment, Community and Local Government today (27 December, 2012) thanked all those who have registered their properties and paid the household charge. To date 1.126m properties have been registered and this includes 22,334 waivers. €113.35m has been collected and reallocated to local authorities through the Local Government Fund.

“12 months ago when this charge was introduced there was plenty of doom merchants who said the charge would not be collected and people wouldn’t pay.  How wrong they were, 70% of those liable to pay the charge have done so and I commend all those households for doing the right thing.  We had elected representatives who actively encouraged people to break the law and not pay the charge. These self-same people are  now calling  for more funding for local authorities and at the same time encouraging people not to pay,” said the Minister.

“In the last few years Irish people have had a tough time of it and, in spite of that, over 1.2million people have paid the Household Charge. They recognise the importance of compliance with the law of the land and, by paying the charge, they have made their contribution to the provision of essential services at the local level.   I would like to thank them for this.”
 
“We are on the road to economic recovery but it is a road that requires difficult decisions.  This Government is prepared to take the tough decisions that will get us there. The tax base in Ireland will be broadened  further next year with the introduction of the Local Property Tax and in the long run this will provide local authorities  with the ability to raise  funding  locally and spend  it on necessary local services,” added the Minister.

From 1 January 2013 the Household Charge will be abolished and be replaced with the Local Property Tax next year. For liable persons who did not pay household charge in 2012 and who pay the charge to the Local Government Management Agency by 30 April 2013 arrears of Household Charge will be capped at €130.

From 1 July 2013, any outstanding Household Charge will be increased to €200 and added to Local Property Tax due on the property. The Revenue Commissioners will collect the outstanding charge through the LPT system.

“A concerted effort is needed over the next few years to return our country to prosperity. This will require strong leadership and a sustained commitment to the reform programme that is underway. We are making good progress.  Ireland will recover and this Government, with the people’s help, will make sure of it. I would again like to thank everyone who has paid the Household Charge to date.  I strongly encourage those who haven’t done so to pay the Household Charge and avoid having to pay unnecessary late payment penalties.”

Wales urges England to introduce charge

England is missing a trick by not introducing a charge on carrier bags and there is no excuse for procrastination, according to the minister who introduced a 5p charge in Wales a year ago.

The remarks from Welsh environment minister, John Griffiths, come as figures released on Monday show the Welsh charge has raised more than £800,000 for charities including the RSPB and Keep Wales Tidy.

The position of Westminster’s Department for Environment, Food and Rural Affairs is that it is “monitoring the results of the charging scheme in Wales” before it consults on a similar charge for England.

But Griffiths told the Guardian: “I think we’ve got the evidence. It’s been quite clear it’s been a resounding success, and delivered on all the expected outcomes: far less litter in our streets and countryside, behavioural change and public support.”

He said there was no excuse for procrastinating on introducing a charge in England, which he felt was missing a trick on “a practical measure that is tried and tested … and is relatively straightforward to do”.

“I can see no reason why the charge wouldn’t work just as well in other parts of the UK,” he added, in a statement.

In July, supermarkets in Wales reported reductions of 70-96% in single-use plastic and paper bags since the charge – which goes to charities and is not a tax – was introduced in October 2011. Plastic bag use at supermarkets in the UK as a whole rose for the second year running in 2011, after a coordinated effort by government, retailers and campaigners previously saw bag use fall dramatically from 2006 onwards.

The UK environment minister, Richard Benyon, promised in June that the government would make a decision on a charge for single use bags in England before the end of 2012. Earlier this month, a poll of 1,752 English adults, commissioned by campaigners including Keep Britain Tidy and the Campaign to Protect Rural England, showed 75% supported a 5p charge in England.

Ireland introduced a plastic bag tax in 2002, Northern Ireland is set to start a 5p charge in 2013 and Scotland is considering a minimum charge of 5p.

One year on and Wales’ 5p bag charge is a winner

Since the charge was introduced in October 2011, carrier bag use in Wales has reduced by as much as 96% in some retail sectors, and a recent survey of attitudes indicated that the charge is now supported by around 70% of people in Wales.

The charge has also resulted in more money for charities and not for profit organisations as the Welsh Government has called on retailers to pass proceeds from the 5p charge onto environmental or good causes.

Latest figures from RSPB and Keep Wales Tidy show that collectively they have already received more than £800K in donations as a direct result of the charge. This money has come from the proceeds of bag sales at major retailers including Tesco, McDonalds, Argos, Asda and Wilkinson, and RSPB and Keep Wales Tidy are just two of many good causes to benefit.

Co-op are donating proceeds from the charge to environmental causes across Wales, and in April they pledged £75,000 to the Vincent Wildlife Trust to support a three-year project to protect Pine Martens, a rare species living on the south west Wales and in Snowdonia.

Speaking about the success of the charge, the Environment Minister said:

“One year on from the introduction of our 5p bag charge it is obvious that it has made a real difference to shopping habits of people here in Wales.

“Checkouts across Wales are now full of people using their own bags to carry shopping rather than paying 5p for a new one, and it is really heartening to see people in Wales developing sustainable shopping habits and being much less wasteful with the world’s natural resources. I think the Welsh experience proves that if you want to effectively reduce carrier bag use, a charge really is the best way to go.

“I have been really impressed by the ease with which Welsh retailers and shoppers have adjusted to the charge. Their efforts have been key to its success and I can see no reason why the charge wouldn’t work just as well in other parts of the UK.”

The Minister’s comments come as both Scotland and Northern Ireland are looking at whether at mandatory charge for single use bags could work for them.

They also follow UK wide figures, published in the summer that showed that whilst carrier bag use in Wales is reducing dramatically, in other parts of the UK it is on the increase.

So what is President Obama’s position on the Toxic Chinese Drywall Disaster-we don’t know-he has never mentioned the topic one time in public?” The Chinese Drywall Complaint Center has been expressing deep concern over the long term health effects related to exposure to toxic Chinese drywall for over three years, there is no EPA protocol on repairing a toxic Chinese drywall home, and in most states Fannie Mae, or banks have no requirement to disclose if a home foreclosure contains toxic Chinese drywall-or not? The Chinese Drywall Complaint Center says, “If we do not get some meaningful federal leadership on the toxic Chinese drywall disaster in places like Florida, or Virginia more people will have their lives damaged, or destroyed by toxic Chinese drywall. The Chinese Drywall Complaint Center is now demanding the following federal rules, and or regulations be applied to the Toxic Chinese Drywall Disaster in Florida, Alabama, Mississippi, Louisiana, Southeast Texas, and Virginia:

  • “According to the US Consumer Products Safety Commission’s web site toxic Chinese contains hydrogen sulfide. Please Google Hydrogen Sulfide. “The US EPA needs to immediately establish a uniform protocol to remediate a toxic Chinese drywall home, or condominium in Florida, Alabama, Mississippi, Louisiana, Texas, and Virginia.”
  • “There needs to be an immediate moratorium on the sale of all toxic Chinese drywall home foreclosures until the US EPA can establish if these homes are even fixable. Why sell a home foreclosure to an unsuspecting home buyer-if as soon as they find out the home contains toxic Chinese drywall-the home becomes a foreclosure all over again?”
  • “At the present time there is no valid disclosure requirement for banks selling a toxic Chinese drywall foreclosure in Florida, Alabama, Mississippi, Louisiana, or Texas. Further, there is no stringent requirement that would force a seller, or a landlord to disclose the existence of toxic Chinese drywall in a home, condominium, or townhouse. A seller, or a real estate agent has to disclose lead paint, and not toxic Chinese drywall? This needs to change, and the change needs to occur immediately.”
  • “Because toxic Chinese drywall has touched so many thousands of lives in Florida, Virginia and the US Southeast, the US EPA, and the US Centers for Disease Control need to initiate immediate studies aimed at determining if a toxic Chinese drywall home is even safe enough to live in? Once again, if toxic Chinese drywall will turn copper electrical wires black, in six months or less, and or degrade a copper air conditioning coil within a year. What is this toxic Chinese drywall import doing to the health of US homeowners, renters and their families-who live in these homes?”
  • “The Chinese government needs to pay for the mess they have created for US homeowners, at this point the government of China will not even acknowledge there is a problem with their toxic Chinese drywall product called Taishan. We believe there are at least 100,000 homes in Florida, Virginia, and the US Southeast that contain Taishan toxic Chinese drywall. Why should these homeowners get left holding the bag for a very toxic building product made in China-by the Chinese Government?” Further the Chinese Drywall Complaint Center considers the initial Knauf Tianjin toxic Chinese drywall a settlement that only helps about 5000 homeowners-to be a backroom deal. The Chinese Drywall Complaint Center is now urging the Federal District Court in New Orleans to reopen the window for Knauf Tainjin homeowners to be identified by the court. The group estimates only one in twenty Knauf Tianjin homeowners has been identified thus far.

Five pence charge continues to bag support

Research also indicates that the 5p bag charge is now supported by 70% of people in Wales.

The findings are drawn jointly from behavioural research undertaken by Cardiff University and from figures provided by retailers and the British Retail Consortium. The aim is to measure the impact of the Welsh Government’s charge for bags which came into force on 1st October 2011.

The Cardiff University research monitored attitudes and behaviours to carrier bag use just before the introduction of the charge and again six months later.  

The research showed that the number of shoppers who said they had used their own bags on their last supermarket trip rose from 61% in September 2011 to 82% by April 2012. It also found that Welsh support for the bag charge had increased from 59% to 70% in the six month period whilst opposition to the charge had dropped to just 17%.

Returns from a sample of retailers showed a similarly positive picture, with food retailers reporting up to a 96% reduction in bag use, fashion retailers reporting up to 75% reduction and home improvement retailers reporting a 95% reduction. Food service retailers reported up to a 45% reduction in bag use whilst telecommunication retailers reported a reduction of up to 85%.

Another successful aspect of the policy is that retailers are passing proceeds from the bag charge onto environmental projects and local good causes and since October environmental charity, Keep Wales Tidy has received more than £105,000 worth of retailer donations as a direct result of the bag charge.

To mark the success of the bag charge, Environment Minister, John Griffiths is visiting Ysgol Gynradd Gymraeg Glan Morfa in Splott, Cardiff to meet pupils, teachers and local residents who worked with Keep Wales Tidy to create a pond and wildlife area that can be enjoyed by the whole community.

“I am delighted that research and retail figures support what shoppers and retailers have been telling us for some time.  The Welsh public have adjusted brilliantly to the Welsh bag charge and the majority now regularly take their own bags with them when they go shopping.

“Not only that but the research suggests that 70% of people in Wales are now fully supportive of the charge and of the changes we are trying secure in terms of litter reduction and behaviour change. I would like to thank retailers and shoppers for their ongoing help in making this policy – the first of its kind in the UK – a success.

“Of course there will be occasions when we get caught out without a bag and have to pay the 5p. In these instances it is comforting to know that the money is being passed on charities like Keep Wales Tidy who are making important environmental improvements to communities across Wales.

Nashville Electric Charge Stations Help Premier Parking ‘Go Green’

Premier Parking is regularly evaluating opportunities to ‘Go Green’ and is proud to announce the installation of electric charging stations for electric vehicles at the Pinnacle at Symphony Place garage. The charging stations, available for employee and fleet use, help reduce greenhouse emissions and the reliance on conventional fossil fuels. Nashville is laying the groundwork for the future of clean and alternative energy in Tennessee and Premier Parking is on the front lines. These electric charging stations not only create awareness for electric vehicles and their necessary infrastructure, but also give employees of the building a new destination choice for charging their vehicle.

“We share a close link to the automotive industry and with the installation of these new charging stations we are trying to lead by example,” stated regional manager Zachary Boyd. “The more environmentally friendly options we provide the better we can help educate drivers on various alternative fuel sources and promote technology that allows us to decrease the impact vehicle emissions have on the environmental.”

The Pinnacle at Symphony Place in Nashville, Tennessee was awarded LEED Gold certification by the US Green Building Council (USGBC) in March of 2011. The $ 105 million, 29-story office tower is the first LEED certified skyscraper in the state. The electrical charging stations are the latest addition to the building’s vast assortment of renewable energy resources. The Pinnacle at Symphony Place features several green elements including a one-acre vegetated roof terrace garden, rainwater harvesting, the liberal use of day-lighting, native and adaptive plants, low flow toilets, Green-e Certified Renewable Energy Certificates, and other materials and technology that help maximize energy efficiency.    

Global energy specialists Arious Schneider Electric is helping lead efforts to create more sustainable energy resources for vehicles. They have developed a comprehensive portfolio of services to manage single complete solution for Electric Vehicle (EV) charging infrastructure and smart-grid integration, which will help speed the adoption of EVs worldwide. Knoxville

Premier Parking is also including alternative fuel sources to its Knoxville portfolio.
