Lawsuit Filed to Protect Endangered Beluga Whales From Alaska Oil and Gas Drilling

ANCHORAGE, Alaska— Endangered Cook Inlet beluga whales are threatened by oil drilling and exploration, according to a lawsuit filed Tuesday by the Natural Resources Defense Council, Native Village of Chickaloon, Center for Water Advocacy and Center for Biological Diversity. The suit challenges a permit issued by the National Marine Fisheries Service to Apache Alaska Corporation to allow oil and gas exploration in Alaska’s Cook Inlet, home to a dwindling population of 280 beluga whales protected by the Endangered Species Act.


“Each year, there are fewer and fewer of these whales left,” said Taryn Kiekow, a staff attorney with NRDC. “Oil and gas drilling activities expose Cook Inlet beluga whales to earsplitting underwater noise that threatens their survival. All that noise in the marine environment makes survival impossible for these endangered whales.”


Apache Alaska Corporation has acquired more than 300,000 acres of oil and gas leases in Cook Inlet. To find and develop oil and gas fields, Apache intends to conduct seismic exploration in the inlet over the next three to five years. Every year that Apache conducts its survey operations, it will spend 160 days surveying the inlet for oil and gas, 24 hours per day. For 10 to 12 of those hours, Apache will deploy in-water airguns, operate pingers and detonate explosives. Airgun noise is loud enough to mask whale calls over thousands of miles, destroying their capacity to communicate and breed; it can drive whales to abandon their habitat and cease foraging, and closer in it can cause hearing loss and death.


“Belugas are sacred to my tribe and part of our tradition,” said Gary Harrison, traditional chief of Chickaloon Native Village. “Because so few of the whales remain, we no longer hunt them. Indigenous peoples are working to protect these whales, yet industry can come into the Cook Inlet and harass 30 beluga whales every year as they look for oil and gas. It’s simply wrong.”


 “Cook Inlet is rapidly losing its belugas, and these smart, beautiful animals are unique and irreplaceable,” said the Center for Biological Diversity’s Alaska Director Rebecca Noblin. “The Fisheries Service should be doing everything in its power to protect them from dying off, not rubber-stamping every risky oil and gas project that comes along.”


Of the five genetically unique beluga populations in Alaska, Cook Inlet belugas number the fewest. The group is under great duress from increasing industrialization of its habitat near Anchorage. In recent years, the population has plummeted from approximately 1,300 to 284 whales. The National Oceanic and Atmospheric Administration’s Alaska Fisheries Science Center’s annual survey of endangered Cook Inlet beluga whales shows a 20 percent decline in population estimates from previous years — 321 in 2009 and 340 in 2010 compared to 284 in 2011. The 2011 estimate is the second-lowest since annual surveys began in 1993. (The lowest estimate was in 2005, when belugas numbered just six fewer than this year’s estimate.)


In April 2006, NRDC and the Center for Biological Diversity joined other conservation groups in petitioning the Fisheries Service to list Cook Inlet belugas as endangered under the Endangered Species Act. The government listed the whales as endangered in October 2008 and designated more than 3,000 square miles of the Cook Inlet as critical habitat essential to the whales’ survival in April 2011.

Washington landlord cited for failing to notify tenants of lead paint (WA)

(Seattle – May 15, 2012) Robert Kerr of Everett, Washington will pay a penalty for alleged violations of the federal Real Estate Notification and Disclosure Rule, according to a settlement with the U.S. Environmental Protection Agency.

Mr. Kerr leases properties located in Bellingham, Washington. From 2008-2010, Mr. Kerr leased 26 residential units numerous times and failed to notify tenants about the presence of lead paint and lead-based paint hazards, as required by the Disclosure Rule. Mr. Kerr will pay a $ 21,800 penalty.

“People have the right to know about lead hazards prior to renting or buying a place to live,” said Rick Albright, Director of EPA’s Office of Air, Waste and Toxics in Seattle. “Sellers, landlords and property managers who do not properly notify the people who will live in these homes can face stiff penalties.”

The Disclosure Rule requires landlords, property management companies, real estate agencies, and sellers to inform potential lessees and purchasers of the presence of lead-based paint and lead-based paint hazards in pre-1978 housing. They must also provide the purchaser or lessee with a copy of the Lead Hazard Information Pamphlet, “Protect Your Family from Lead in Your Home” before entering into any lease or sales agreement, and keep records showing they have met the federal requirements.

Lead from paint, dust, and soil can be dangerous if not managed properly. Lead exposure can harm young children, babies and developing fetuses. People can get lead in their bodies by breathing or swallowing lead dust, or by eating soil or paint chips containing lead.

Search for inspiring water efficiency projects begins

Businesses that save water save money, that’s the message from the Environment Agency and Waterwise as they launch the 6th Water Efficiency Awards – a biannual competition that celebrates the achievements of public, private and third sector organisations in making the UK more water efficient. Categories include innovation, Landscape and Gardening, Community-led Initiative, Business and Industry and more.

Businesses in the UK currently use about 9.8billion cubic litres of water a day – but estimates show that we could be using up to a third less – saving around £10million every day. And with more frequent droughts, climate change and population growth threatening to reduce the amount of water available in the UK, organisations that are saving water now are putting themselves a step ahead of their competitors, saving money, and preparing for the future.

Entrance to the awards is now open until the end of June 2012, and the Environment Agency and Waterwise are looking for entries from any business or organisation that has taken steps to improve its own water efficiency, or has helped others to reduce their water use.

Despite Slow Start, Home Energy Management Market Will Surpass $2 Billion in Annual Revenue by 2020, Forecasts Pike Research

BOULDER, Colo.–()–Even as deployments of smart grid infrastructure have accelerated
in recent years, the once hyped home energy management (HEM) market has
struggled to gain traction.
Numerous trials have led to
only a few cases of industry deployments and to anemic rates of consumer
adoption.
Today that is starting to change, and over the
remainder of the decade momentum will build in this nascent market.

According to a new report from Pike
Research
, global annual shipments of standalone HEM
systems will grow from a quarter million in 2011 to nearly 4.7 million
in 2020, with a compound annual growth rate (CAGR) of 38.3%.
Combined
revenue for all HEM segments will grow from a base of $ 93 million in
2011 to more than $ 2 billion in 2020, the cleantech market intelligence
firm forecasts.

SARASOTA, FL–(Marketwire – May 15, 2012) – Global Technologies Group, Inc. (PINKSHEETS: GTGP) presents summary report dated today for the last series of Mercury emissions testing completed by MSE Technology Applications, Inc., which was conducted to determine if any acid gases, NOX or SOX will be generated using MBS with compressed air in the test system and update on MSE Acquisition.

NOx, SOx and Acid Gas Testing

The same mercury test apparatus was used to run tests that will determine if a mercury laden gas stream that flowed through a reaction column packed with Molecular Bonding System (MBS) or MBS and powdered activated carbon (PAC) would generate any NOx, SOx, or acid gasses in the off gas.

Three tests have been run to date with different treatment mixtures in the reaction column:

  • one with a 10% MBS and 90% MBS mixture;
  • one with a 7.5% MBS and 92.5% PAC mixture; and
  • one with 100% MBS.

The compressed air flow rate for each test was 0.5 Liters/minute (L/m) with approximately 17% moisture content. The two MBS and PAC mixture tests were run for 1 hour and gas samples were collected in tedlar bags every 20 minutes. The 100% MBS test was run for 3 hours and gas samples were collected in tedlar bags every hour.

A Semsidyne Gastec Pump was used to collect gas samples from each of the tedlar bag samples. The tedlar bag samples were tested using Gastec tubes for NOx, SOx, sulfuric and nitric acid and the off gas samples tested showed zero concentration for NOx, SOx, sulfuric and nitric acid. This final testing was to quantify that MBS mixed with Mercury gasses mixed with PAC or stand alone does not increase the acid content of the stack gases. This was an important test for the industry as they will not use any product, system or additive if NOx or SOx is increased.

“The final two part validated Mercury emissions report will be part of the data that will be presented to the Portland Cement Association, EPA and other agencies of the government here in the United States and abroad. This convergence of new EPA and State regulations for Mercury, NOx, SOx and the benefits of using MBS is the culmination of years of pursuing both our business plan and the humanitarian concerns we have for the inhabitants of planet Earth. I am pleased that now, we are in position to alleviate airborne toxins generated by power and cement plants on a Global basis. We are currently in discussions with large companies that are currently working on technologies for NOx and SOx removal and in conjunction with MBS, the plants will be able to meet the requirements for all three at once,” stated James Fallacaro, President.

Fish might become “fearless” as a result of ocean acidification

The rising level of atmospheric CO2 has led to several studies focussing on changes in terrestrial and water ecosystems that might occur as a consequence. Ocean acidification, which is caused mainly by the increasing amount of CO2 dissolved in sea water, is at the forefront of marine research topics. However, most of the studies focus on calcifying organisms (e.g. corals, crustaceans) and only a few looked at fish and changes in fish behaviour so far.

A recently published paper in Functional Ecology, a British Ecological Society journal, is aiming to fill in a knowledge gap by examining the links between ocean acidification and changes to coral reef fish behaviour based on visual effects. Behavioural studies have demonstrated already that elevated CO2 levels can cause chemosensory and auditory impairment.

Fish use various information to avoid predators. Coral reef fish use auditory and chemosensory cues to decide where to settle. Once settled, chemical and visual information become more important. The study by Ferrari et al. tested the changes in visual risk assessment by exposing juvenile damselfish to the sight of a predator, a spiny chromis. The chromis was put into a watertight bag to avoid the damselfish receiving chemosensory signals.

The researchers found that damselfish showed reduced antipredator behaviour when exposed to 850 µatm CO2 which is equivalent to the CO2 level projected by the end of this century. However, no difference in behaviour was detected for smaller amounts of CO2 (440, 550, 700 µatm) in this study; previous studies showed altered chemosensory and auditory responses at 700 and 600 µatm, respectively. This led to an interesting conclusion that visual risk assessment cannot entirely compensate for the loss of chemosensory or auditory assessment.

Current projections indicate that atmospheric CO2 will reach 500 µatm by mid-century and 850 µatm by the end of this century. This study shows therefore that the latter concentration can alter the behaviour of coral reef fish and may eventually change the dynamics of predator-prey interactions and biodiversity of coral reefs.

The researchers highlight the need for longer term experiments to answer questions about adaptation and selection. However, they proved an extra point on why we should act immediately on reducing CO2 emissions.

Joint civil society letter to NATO on Afghanistan’s extractives industry

Ahead of the NATO Chicago Summit this month, Global Witness, Integrity Watch Afghanistan, and the Revenue Watch Institute have sent a joint civil society letter to Secretary General Rasmussen urging all NATO member countries to address the role Afghanistan’s extractives sector will play in stabilising the country over the next decade.

At Chicago, we are calling on NATO to:

  • Join development partners and the Afghan government in endorsing language which recognises the need to put transparency, accountability and international best practice standards at the core of extractive sector development.
  • Commit to working alongside the government and development partners in establishing a shared mutual accountability framework for the extractives sector. Such a framework should include specific, measurable and time-bound implementation benchmarks for these standards. Progress against these should be regularly monitored and results published.
